How relevant are these docs nowadays? I mean several of them are from the early 90s, some even from the late 80s?

In my opinion they are intended on the theoretical and no on practical aspects of the theme. Papers looks like to "Inside Windows NT & NTFS" book by Helen Custer, which was written in collaboration with developers of NT in 1993. Many of these developers are listed as authors in documents from WRK. However almost all of these mechanisms (listed in docs) have survived until our days in the form of Windows 7.
